Famed CCW instructor speaks out about collusion and fraud by Nevada Sheriff's & Chief's Association and members of the LVMPD.
Earlier this year, Kevin McMahill took the office of Clark County Sheriff. It is our belief that Sheriff McMahill is a good man and a good sheriff who, unfortunately, inherited some issues that are no fault of his own. We have great confidence that, in time, Sheriff McMahill will get to the bottom of issues affecting his department's relationship with the public. Though we are exposing some issues within that department, we want to make it clear that we do not blame Sheriff McMahill in any way for the problems he has inherited. We have complete confidence in Sheriff McMahill and trust that he will continue to serve our community as he strives to make the department a better place. We fully intend to continue to support Sheriff McMahill in any way we can.
In 1995, the Sheriff's & Chief's Association opposed Nevada becoming a "shall issue" state for concealed weapons permits. The association's lobbyist, Eric Cooper, referred to would-be concealed carriers as, "weirdos, wackos, and perverts." The Las Vegas Metropolitan Police Department also opposed Nevada becoming a "shall issue" state. Clearly, the association and the police department does not believe that citizens truly have a Second Amendment right.
Two-years after Nevada became a "shall issue" state, the Sheriff's Association volunteered to create training standards for CCW courses. The sheriff's departments in Nevada also volunteered to manage permit processing through their individual departments. The question is, why the change of heart? Or was their something more sinister at play?
In this case, we believe that actions speak louder than words.
So far as the Sheriff's Association taking their newfound responsibility seriously, it has been more than 10-years since they updated their training standards. It has been more than 10-years since they held an instructor meeting. The association is completely unresponsive to feedback and ideas from instructors or the public. All in all, they have done nothing but fraudulently write into the standards additional powers they were not granted by the State Legislature. Their authority is fraudulent and violates the rights of citizens.
Most significantly, the association has taken to defrauding the public by suggesting they have power when they do not. When the association revoked the instructor license of Nephi Khaliki, they did so fraudulently and without authority. First, the association unlawfully uses the Great Seal of the State of Nevada in their logo, an act that violates NRS 235.010 (7). Then, they take administrative action against him, using authority they do not have. Finally, they get their counterparts at LVMPD to file bogus charges against Khaliki to cover up the massive fraud being perpetuated by the Sheriff's Association.
So why did the Nevada Sheriff's & Chief's Association volunteer for something they don't support? It is our belief that the association, along with their counterparts in the sheriff's departments, saw a way to limit the number of permits issued by departments. In fact, this is exactly what they have done.
During the pandemic, Sheriff Lombardo instituted an "appointment only" process for CCW permits that created a raffle of 24 permits a day. This violated our State Constitution. During that time, the demand for CCW permits was at record highs. When the community was reeling from the aftermath of Route 91, Khaliki offered a free class to many of the victims of that mass casualty. Sheriff Lombardo intentionally sabotaged the class of nearly 1,000 students, but not before taking their $100,000 in non-refundable fees. To date, LVMPD is often disqualifying more CCW permits than they are approving them (after individuals have already received their permits). On top of that, Nevada state law allows for the issuance of temporary permits, but departments only issue them as a way to avoid civil liability for not issuing a permit within the 120-day mandate. Departments also use temporary permits to curry favor with VIP's visiting their jurisdictions.
Temporary permits were written into the law to give sheriff's the ability to issue permits for people with exigent circumstances like being a victim of a violent crime, domestic violence, or stalking. Temporary permits were provided by law to protect the public, not as a perk or failsafe for departments.
No sheriff's department in the State of Nevada had done one thing positive to expand or improve CCW permitting. They have proven that the only changes that ever occur with CCW are to further limit and restrict that right. We believe this supports our conclusion that the only reason the Sheriff's Association and sheriff's departments in Nevada volunteered to manage CCW permitting was so they could limit and control permits.
Additionally, association president and undersheriff for Churchill County, Lee Orozco, signed the revocation letter to Nephi Khaliki as "undersheriff" when he was clearly acting on behalf of the Sheriff's Association. Also in his letter of revocation, Orozco used language like, "review of further action to disqualify you as a permitted instructor in the State of Nevada." All of these actions combine to give the general impression that the Sheriff's Association is a government agency that has the authority to act on these words.
The letter was written in a governmental, authoritative tone that would cause the recipient of that correspondence to rely on that information. The truth is, NRS 202.3657 only gives the association the authority to create training standards. As a licensed instructor, Nephi Khaliki and his company, Vegas CCW, has more actual authority than the Nevada Sheriff's & Chief's Association because Khaliki can actually certify students for CCW permits. Yet the association behaves (and presents themselves fraudulently to the public) as a governmental organization with real authority.
Khaliki’s partner, investor, and part time instructor, Ray Walker, provided false statements to LVMPD detectives denying he signed any certificates issued to students under his license. Despite the fact that Khaliki provided irrefutable evidence that Walker perjured himself, detectives proceeded to carry on with their changes to get at Khaliki any way they could. The lawsuits filed by Khaliki just weeks before threaten to expose unconstitutional schemes by multiple sheriff departments to systematically suppress CCW permitting in Nevada. No wonder they want him so badly.
Khaliki‘s attorney, John Spilotro, will tear Walker to shreds on the stand, leaving Metro’s case to sink to the bottom. What will be fascinating to watch is the list of Sheriff Association and LVMPD officials who get put on the stand any exposed.
Nephi Khaliki is the most highly-rated CCW instructor in Nevada history. His company, Vegas CCW, has certified more CCW students than any other company in Nevada. Khaliki holds the record for the largest CCW class in United States history, (a feat he has repeated 5-times) and his content has reached an astonishing 230 million views on social media. To date, Vegas CCW holds the #1 position across all search engine platforms, with the closest competitor lagging a massive 87 points behind his ranking. Vegas CCW is, by all definitions, the most valuable CCW brand in Nevada.
Despite his accomplishments in business, Khaliki has, from the beginning, sought to cooperate with both LVMPD and the Sheriff's Association to make the CCW program better. Khaliki developed software and digitized the association's testing so they could better monitor effectiveness and results. He translated the CCW final examination into 4-languages so that non-English speaking citizens could fully understand their responsibilities as gun owners. He created an alternative sentencing program for first time, non-violent weapons offenders. He offered each of his competitors access to non-lethal training ammunition to ensure the safety of each and every CCW student in Clark County. Khaliki has also caught two criminals on federal watchlists attempting to obtain training and information about concealed carry in Nevada.
Every effort Khaliki made to communicate, cooperate, and collaborate, was met with utter and complete silence. In fact, the Sheriff's Association secretly changed the training standards for the first time in 10-years to specifically entrap Khaliki in a violation so they could revoke his license (a license they had no authority to revoke).
What has Khaliki really done other than strive to be the best and to make the CCW program better for citizens? He is a deeply insightful instructor who brings a wealth of knowledge and experience to the table. He is engaging and funny and uses humor to drive home the point. Students not only pass the final examination, but Khaliki makes sure they remember the material.
At the end of the day, Khaliki changes the lives of his students for the better. When they leave his course, they are better prepared for life as a concealed carrier and as a productive member of society.
Never once has anyone challenged his competence, effectiveness, or the result of his instruction. No one has certainly ever questioned his marksmanship on the range and his ability to transfer that same skill to his students.
So really... What is the issue with Nephi Khaliki?
We believe the issue is that Nephi Khaliki's success with CCW permitting directly contradicts the secret agenda of the Sheriff's Association to systematically limit and suppress CCW permits in Nevada. This is a systematic violation of the "shall issue" laws in Nevada that require all sheriff's departments to issue a permit if the individual meets the statutory requirements.
For that reason, we not only support Nephi Khaliki in his fight against this agenda, we support him in his efforts to secure a seat in the Nevada State Assembly, District 6.
